Manuel Muñoz, Ph.D. is Associate professor of Psychological Assessment at Madrid Complutense University (School of Psychology) and scientific consultant of the Mental Health Social Exclusion European Association. He has been director and has collaborated in different national and European research project on Homelessness and Social Exclusion. He is now Director of the Spanish research project on Inclusion and is consultant of the Madrid and the Spanish government for Social Exclusion issues.

Over the past fifteen years, Carmelo Vázquez has conducted experimental studies on cognitive factors associated to psychopathology (mainly, depression and schizophrenia). He is a member of the editorial board of several national and international journals as well as a regular reviewer of a number of international journals (Journal of Personality and Social Psychology, Journal of Consulting and Clinical Psychology, Clinical Psychology & Psychotherapy: An International Journal of Theory & Practice, Journal of Mental Health). From 1992 to 1997 has served as Associate Editor of the British Journal of Clinical Psychology. His research interest concerns cognitive aspects of psychopathology and psychiatric epidemiology and since 1992 has been involved in a number of studies on the psychosocial conditions of homeless persons in Spain.

Sonia Panadero is a psychologist. She is a graduate student in the School of Psychology of the Complutense University (Madrid). She has a fellowship of the Education Spanish Ministry to support her doctoral dissertation on homeless people. During the last years, she has collaborated with different research projects on homeless people (e.g., Health & Dignity, Proyecto Inclusión, etc.).

^ José J. VÁZQUEZ

José J. Vázquez (Ph.D.) is Assistant Professor of Psychology at Complutense University (Madrid) and Alcalá University (Madrid). He was a Lecturer in Political Science and Sociology at Carlos III University (Madrid). Over the past ten years he has collaborated in different national and European research project on Homelessness and Social Exclusion. He wrote his doctoral dissertation on use of Services by the homeless population. In 2002 he was awarded with the Prize of Social Research “III Centenario Caja de Madrid” and the Prize of Research of the “Consejo Económico y Social”.

The Danish National Institute of Social Research

The Danish National Institute of Social Research has been conducting research in the field of homelessness and social exclusion since its founded in 1958. The institute is participating in various international networks on homelessness: the Observatory on Homelessness under the European network FEANTSA, the EUROHOME project financed by the European Commission D.G. XII, and EUROHOME-IMPACT project under the Fifth Framework Programme. Nationally the institution has continuously carried out research pertaining to the living conditions and the life histories of homeless people as well as conducted studies of organization of social measures and evaluation of policy implications for homeless people. The institute has used a wide range of methodological approaches in these studies, ranging from fieldwork over qualitative interviews to surveys and register-based analysis.

Field of research

The substance for the conducted research has primarily been social exclusion with special emphasis on homelessness. The latest piece of work focuses upon the development of the lives of about 1.000 people who in 1988-89 used a shelter in Copenhagen. This research analyzes significant aspects like labor market contacts, place of residence, causes of deaths of these 1.000 people from 1989 to present.

The research interests evolve from this outset in social exclusion to issues of methodology -or more broadly -theory of science with special emphasis on the

possibilities for combining qualitative and quantitative methods in studying homeless people.

The current project - expected finished in 2003 and which is written as a dissertation at Institute of Sociology, University of Copenhagen -focuses on the interaction between people enrolled at shelters and the welfare offices in Copenhagen.

Field of research

My research areas are life chances, social marginalization and urban sociology. I have conducted research into housing problems, housing estates, and social inequality and broader topics of social stratification in terms of educational and occupational chances. My research focus is how processes of social marginalization interact with the stratification of urban space and housing exclusion. I conduct both quantitative and qualitative methodology which strengthens my focus on how social inequality, marginalisation, housing exclusion and homelessness are produced in interplay between processes on a micro level and structural forces on a macro level.

Nederlands Instituut voor Zorg en Welzijn

The Netherlands Institute for Care and Welfare / NIZW is an independent organization which targets innovation and improvement in the care and welfare sector. It provides information and support to more than 400,000 professionals and many volunteers working in fields as varied as child care, social services, community work, services for the elderly, youth care, shelter, nursing homes, home care and services for disabled people. Organizations from outside the sector but also providing care and welfare services, such as schools, provincial and municipal authorities and housing associations, regularly make use of NIZW’s services. The activities of the Institute are grouped around a number of themes: information and infrastructure, child and youth care and welfare, caring and nursing, organization of care, and local social policy. Within these frameworks the NIZW is committed to developing and implementing new methods and information materials, matching supply and demand of service delivery, and expertise building. Lia van Doorn is a senior researcher at the department Sociaal beleid, NIZW. She has finished her thesis – a longitudinal study from sociological perspective on the episodic nature of homelessness - and received her Ph. D. at 15 March 2002. She participates in several networks of Dutch researchers on the issue of homelessness. Between 1993 and 1996 she worked as researcher at the faculty for Social Sciences at the University in Utrecht. Between 1989 and 1993 she co-ordinated a hostel for homeless and was connected to several homeless organisations. Her other fields of expertise are ‘out reach’ welfare programmes and social integration, social networks and social isolation.

Petra van Leeuwen-den Dekker studied Social Work from 1995 until 1999. During and after her study, she worked as a social worker with homeless, psychiatric and addicted woman. Since 2000 she has been employee for the Netherlands Institute of Care and Welfare. Her projects focus on homeless people in The Netherlands. She developed The Eight Steps Model, a method for working with homeless people. Other projects deal with local policy and the daily practice of professionals.

The Polytechnic of Milan, Department of Architecture and Planning, Italy

The DiAP (formerly DST: Dipartimento di Scienze del Territorio) is one of the 18 departments within the Milan Polytechnic and is composed of teaching staff and researchers with expertise in the field of urban and social studies and planning.

Italian university departments are autonomous financially, receiving funds from the university for running costs and directly from the University Ministry for the development of research. Other sources of finance also exist, such as the national Research Council, industrial concerns, external institutions and public administrations, which entrust the University with specific research projects.

Members of the DiAP have carried out research for many years in the field of social welfare and housing policies with a strong interest in comparative studies. Main focal points of study include: policies for fighting social exclusion; the integration of foreign immigrants into society; homelessness; the badly housed. For all these problems, particular attention has been given to the non-profit sector and to the partnership between the non-profit and the public sector in the search for effective answers to the problems of poverty.

The DiAP has been working with the Italian Government and various local authorities (including Milan, Palermo, and Florence) on housing and social welfare problems.

Among the research projects that fall within the specific field addressed by the proposal:

-OECD project on Distressed Urban Areas (1995-1998): preparation of the report on Italy in co-operation with the ^ Commissione Nazionale di Indagine sulla Povertà (National Commission for Investigating Poverty) and the Ministry of Public Works;

-Research on the dimensions of volunteer organizations for the Fondazione Italiana per il Volontariato (Italian Foundation for voluntary work) (1995-1999): a study - in two regions, Lombardy and Marche - of action to assist the homeless and immigrants and against drug addiction and AIDS;

-European Observatory on the Homeless: the DiAP has been providing the report on Italy since 1993;

-Research project on the feasibility of a national survey on homelessness in Italy (National Committee on Poverty, Prime Minister Office) (1997);

-Research projects within the programme TSER of DG XII: Emergency and Transitory Housing for Homeless People: Needs and Best Practices (1996-1997), and The Housing Dimension of Welfare Reform (2000-2002);

-Organisation of the Observatory on Housing, Municipality of Milan (2000-2002);

-Partner of ^ Osservatorio Regionale sull’Immigrazione e la Multietnicità co­ordinated by Ismu for Regione Lombardia (2001-2003);

-Research project on vulnerability and social risk in Lombardy (IreR, Regional Institute for Research) (2001-2003);

-Research project on housing needs and poverty in Lombardy (IreR and Consiglio Regionale Lombardo).

1995-97: Italian delegate at the Group on Urban Affairs, OECD, for the project Distressed Urban Areas.

1995-2000: Italian responsible for IGLOO, a transnational programme for the development of local initiatives to house disadvantaged groups of population. The programme is promoted by FEANTSA, the Federation of European Trade Unions, and CECODHAS (the European association of social housing agencies).

1996: member of the Italian Committee for Habitat II City Summit (UN Conference for Human Settlements, Istanbul).

1997: responsible for the research project on the feasibility of a national survey on homelessness in Italy (National Committee on Poverty, Prime Mnister Office) (1997);

1999: member of the working group on housing policies of the National Committee established by CNEL to support implementation of the new law on immigration (TU 286/98).

1999-2001: member of the Committee for the Integration of Immigrants established by the Prime Minister Cabinet and Minister of Social Affairs.

1999-2001: member of the committee for the evaluation of the experimental project for introduction of RMI in Italy (Irs, Cles, Fondazione Zancan for Dipartimento Affari sociali).
